Who Makes the Rules
As the governing body of golf, the Royal Canadian Golf Association (RCGA) holds the exclusive right to publish and distribute the Rules of Golf in Canada.
These rules are updated every four years – the last time being in 2008 – through the work of the Joint Rules Committee; made up of representatives of R&A Rules Limited, the United States Golf Association and the RCGA Rules Chair.
The Joint Rules Committee is charged with revising, modernizing and improving the Rules of Golf, the Decisions on the Rules of Golf and specifications on clubs and balls. The documents agreed upon form the complete Rules of Golf that are used universally throughout the world of golf.
